The Phoenix-Mesa-Scottsdale metro area of Arizona has some of the best weather in the country. In 2021, the area had bad weather on 64.9% of days, while only 3% had good weather.
In contrast, three US metros: Urban Honolulu and Kahului, both in Hawaii, and Lake Havasu City/Kingman, Arizona, had clear weather on more than 99% of days in 2021.
Air quality is determined by the regional air quality index (AQI). A high AQI means that the air is more polluted and unhealthy. The Environmental Protection Agency (EPA) uses the AQI scale to rate air quality from good to dangerous.
Which States Have The Best And Worst Air Quality?
Good spiritual days are common throughout the country. About 75% of all metro areas in the US had good weather for at least two-thirds of 2021. And 90% had good weather for more than half of the days.
In a few metro areas, however, good weather days are few and far between. In Riverside-San Bernardino-Ontario, California and the greater Phoenix metro area, less than 10% of days have an AQI in the “good” range.
While fair weather is common across the country, the weather is less favorable in the western and southwestern United States. In 2021, 11 cities had fair weather less than 10% of the year. Of these 11, eight are in California, the rest in Arizona, Colorado, and Utah.
Four metro areas had the most dangerous storm days: Las Cruces, New Mexico, and Sacramento-Roseville-Arden-Arcade; El Centro; and Riverside-San Bernardino-Ontario, California. With poor air quality, the entire population is at risk of serious health effects, including reduced lung function and heart failure in extreme cases.

Median AQI is another measure of air quality – it shows the average daily air quality for a location. The results tell a similar story of good and bad AQI days.
Hawaii and the Pacific Northwest have metros with relatively good AQIs. Phoenix-Mesa-Scottsdale is the only region with an average AQI in the “unhealthy” range, at 123. Riverside-San Bernardino-Ontario; Bakersfield; and Visalia-Porterville, both in California, have air quality following the AQI.
EPA has air quality data from 336 metropolitan statistical areas (MSAs). Each of these MSAs has a weather monitoring station that provides data for an average of 349 days of the year. These stations measure the presence of all pollutants: CO, Pb, NO2, Ozone, PM10, PM2.5, and SO2. Together, these pollutant parameters make up the air quality index.
